Based on the 2025 CERC Global Employee Mobility Survey Executive Summary
The 2025 Global Employee Mobility Survey, supported by WFPMA and CERC, reveals timely insights into how employees across the world view international relocation for work — and what makes them say “yes” or “no” to moving abroad.
With workforce mobility evolving rapidly, especially post-pandemic, this data offers HR leaders and mobility professionals a critical lens through which to rethink global talent strategy.
49% Would Relocate for Work — But 49% Wouldn’t
The global workforce is split. Almost half of employees (49%) are open to relocation — a small but meaningful +3 point increase since the last study. However, the same percentage say nothing would convince them to move, no matter the incentive.
The difference? Support systems and flexibility.
What Motivates Employees to Move:
- Paid family travel
- Temporary accommodation
- Language training
- Hybrid/remote work options
- Diversity, Equity & Inclusion (DEI) policies
Regional Focus: Europe
As EAPM represents a diverse region, the findings for Europe show a range of attitudes:
Spain is seeing rising openness to relocation (48%, +8 pts), driven by flexible work incentives and economic opportunity.
Germany and the Netherlands remain cautious, with low willingness to move even when incentives are offered.
Top dream destinations for European employees include the UK, Switzerland, and Spain — combining economic strength with perceived quality of life.
Key Career Insight
69% of workers believe an international assignment can improve their long-term career prospects.
Career development is one of the top drivers behind relocation willingness — especially in younger, more mobile demographics.
Policy Implications for Employers
To attract global talent and support existing staff in considering international moves, employers should:
Focus on quality of life benefits (family travel, housing, local support)
Promote hybrid and remote work options
Integrate DEI and wellbeing policies into mobility programs
Be mindful of regional and cultural context — one-size-fits-all offers no longer work
